In 1996, Prof. Hong founded the committee on Korean Network Operations and Management (KNOM) and also acted as a chair of Communication Society in Institute of Electrical and Electronics Engineers (IEEE). IEEE appointed him as an online contest director in 2010, a position in which no Korean had been previously appointed.
It was reported that his wider experience was taken into consideration in his appointment as chief editor.
