From Nov. 2012, POSTECH has enforced a spatial allocation policy on managing campus space to propel redistribution and the efficient management of this university resource. The policy is based on the public concept of using space and the principle of maximum benefit. Having been discussed and reported since 2008, the spatial allocation principle has been implemented since 2012. According to the policy, the university is in charge of supervising charged space as well as free allocated space. Free allocated space is classified as educational space, research space, administration basic space and public space. It is provided for each department, and available to be operated elastically in a set period. In addition, charged space is handled considering the purpose, necessity and so on.  
According to the policy, educational laboratories are basically maintained and managed by university authority. Students sometimes should afford inconvenience due to the policy. For example, the Department of Chemical Engineering returned an Organic Chemistry & Physical Chemistry Laboratory located in Science Bldg. Ⅰ(MSE), a Chemistry & Biotechnology Laboratory located in Science Bldg. Ⅴ(IME) to each department. Both classes planned to be operated in the Chemistry Bldg., a half-hour walk distance from the School of Environmental Science & Engineering Bldg. Furthermore, due to the scarcity of space, the laboratory class of Chemistry & Biotechnology has been rescheduled from spring semester to fall semester. This requires CE undergraduate students to take two laboratory classes in one semester.
Space fee is also another issue. According to the allocation standards of educational space, 18m2 of area is offered as a laboratory for a full-time professor, 9m2 for a non full-time professor, and 18m2 for two visit professors. This space is provided without charge. When it comes to research space, the amount of free allocated space is calculated by multiplying 132m2 to weighted value of each department for computing research laboratory. While the space allocation policy for free allocated space has existed since 1998, the additional space fee had not been collected. According to the revised policy, a member or a group of people who want to additionally use space should pay 10,000 KRW per 1m2 per month. However, this new spatial allocation policy has come under fire because there are some laboratories, which exceed free allocated size of space and are required to pay excess fee.
Revision of the space allocation policy is obviously necessary for propelling redistribution and efficient management of this university resource and the development of university. Beyond a simple notification of policy, putting a priority on mutual communication may result in a modification for the greater good and even prevent complaints.
